Loud Noise front wheel stoppage issue. Any suggestions on what may be the issue?

Hello, my Ninebot Segway es3 front wheel is halting and making a very loud sound. The issue first started intermittently but now it’s permanent and the scooter has become inoperable (completely halts) when on it. Any ideas? Wheel bearings issue maybe? Motor jammed? Here’s a video of the issue. Please help!

Does it help at all if you use something like WD40 to spray on the bearings? Usually that can make a difference.
